Due to the large scope of theGarmsar Special Economic Zone plan and the variety of activities foreseen in the plan, the phased construction and operation policy has been used for the plan of the region. Therefore, the project was divided into four phases or stages of development. Based on the planning, taking into account that the main entrance of the special zone is located in the northern part and its access is possible through Tehran to Mashhad freeway, the site of two special zones was determined as the leading site in the implementation operation, and after that, sites one and Three and four were taken into action.
Currently, sites one and two are ready for the establishment of industrial service units according to the established infrastructures.
drinkable water:
The drinking water of the administrative building of the region with a capacity of 10 liters per second is supplied from the water network of Garmsar city.
Water required by industry sector:
The total water consumption capacity of the region is 6 million cubic meters per year (200 liters per second), which will be supplied from the Nemrud Dam in Firoozkouh County and through a 40-kilometer pipeline from the dam to the Garmsar treatment plant, which is being implemented under the supervision of the Semnan Provincial Regional Water Company.
Currently, in order to supply water to the region, a 15-kilometer external transmission line from the Garmsar treatment plant to the region, a 20-kilometer internal distribution network, sedimentation tank, water pumping station, and ground and air tanks have been constructed.
Also, the wastewater network of site 1 and 2, totaling 25 km, the sewage pumping station of site 1 and 2, and the sewage treatment package have been implemented in the region.
The region is supplied with electricity through two 20 kV overhead lines with a length of 5 km from two dedicated feeders at the 63 kV substation in Garmsar Industrial Park for a capacity equivalent to 14 MW. The electricity distribution and lighting network at Site 2 of the region has been completed, and the lighting network of the region has also been completed in accordance with the progress of the construction of the roads at Sites 1 and 2. In addition, the region has purchased a 30 MW mobile substation in order to supply electricity to investors during the construction period. The creation of the required electricity infrastructure for a capacity of over 200 MW has been implemented in the region by constructing 63 and 230 kV substations. The use of clean and renewable energies, such as the creation of solar farms, is also on the agenda of the region's management.
The supply of gas required by industries at the rate of 65 thousand cubic meters per year has been provided in cooperation with Semnan Province Gas Company from the 48-inch Parchin pipe. The construction of a branch line from the main pipeline and the construction of domestic gas pressure reduction stations have been fully implemented, and the Garmsar Special Economic Zone benefits from gas. It should be noted that the gas distribution network of the region has also been fully implemented based on the road network in Site 2. The CGS implementation operation of 120 thousand cubic meters was carried out in cooperation with Semnan Province Gas Company, of which 80 thousand cubic meters have been allocated to the Garmsar Special Economic Zone. In addition, the implementation operation of the gas distribution network of Site 1 and the TBS station of 30 thousand cubic meters in Site 1 are underway.
The Communications of the special zone to the nationwide optical fiber network of the country has been established and the communication center of the special zone is providing service. Handover of telephone and internet services to investors is done based on the requests received, and the construction of an internal optical fiber network is on the agenda.
Freight Railway:
Given the proximity of the Garmsar Special Economic Zone to the Tehran-Mashhad Railway and Garmsar Station, a permit to connect to the national railway via a dedicated rail antenna with a length of 4.3 km from the Garmsar Station to the Garmsar Special Economic Zone has been obtained from the Islamic Republic of Iran Railway Company.
The ceremony to start the construction of the aforementioned rail was held on 2024 July 6 , Saturday, in the presence of the Honorable Deputy for Coordination of Economic Affairs of the Semnan Governorate, the Honorable Governor of Garmsar County, Honorable Member of the Board of Directors and Deputy Director of Renovation and Implementation of Industrial Projects of IDRO, and the Honorable Director General of Tehran Provincial Railways, and it is expected that it will be fully operational within 14 months.
Passenger railway:
One of the advantages of the Garmsar Special Economic Zone is its proximity to the Tehran-Garmsar-Firouzkoh suburban train route, which was built right next to the Tehran-Garmsar national railway track.
This railway line, which currently takes passengers from Tehran railway station, passes through Ray, Bahram (currently inactive), Qarchak, Bagherabad, Varamin, Peshwa and finally Imamzadeh stations, and reaches Garmsar in 90 minutes.
One of the plans of the region is to use the capacity of these suburban trains for the transportation of human resources required by industrial units from Tehran and surrounding cities, by building a dedicated passenger station, and negotiations related to this action have started with the Islamic Republic of Iran Railway Company.
.Currently, the roads of Site No. 2 of the Garmsar Special Economic Zone have been fully implemented, and the completion of the main and secondary roads of Site 1 is also underway
Considering the construction of a perimeter fence around the area in an area of 460 hectares and the installation and implementation of all equipment required to implement the customs process, such as covered and open warehouses, loading and unloading platforms, security cameras, the implementation of two 80- and 60-ton scales at the eastern entrance and western exit of the site, the customs building, and the entry and exit gates, the Customs of the Islamic Republic of Iran is located in the Garmsar Special Economic Zone, and the specific customs code of the region is 15401 in the comprehensive customs system.
The construction and equipping of the central administrative building of the regional management, the conference hall, the eastern entrance and customs buildings, and the western exit have been designed and implemented with the aim of concentrating activities and creating a place to respond to investors, which is currently welcoming all investment visitors to the region.
45 hectares of seedlings have been planted on the northern side of the area using drip irrigation, as well as 9,000 seedlings in the paths and middle refuge of Site 1 using drip irrigation, and the area's nursery has also been put into operation.
