The establishment of theGarmsar Special Economic Zone in order to attract domestic and foreign investment and with the aim of regional and national development in line with sustainable development policies and resistance economy, was approved by the honorable Board of Ministers on 7/22/1394 with the context of industrial-commercial activity and its implementation with The presence of the Honorable Minister of Industry, Mining and Trade at the time officially started on 6/4/1395.

The organization responsible for the region, based on the approval of the Board of Ministers, is theIran Industries Development and Modernization Organization, which also established theGarmsar Special Economic Zone Management Company on 7/11/1395 in order to focus the activities related to the construction and exploitation of this special zone. handed over the responsibility of project implementation to that company.

This special area, with an area of ​​2000 hectares, is located 90 km east of Tehran, 170 km from Qom, 5 km west of Garmsar and in the vicinity of the intersection of Tehran-Garmsar highway and Qom-Garmsar freeway. The northeastern route of the country's railway connects Tehran and Mashhad by passing through the region, and the Garmsar railway station is located three kilometers away from this region.

The master plan of the region has been planned in 4 sites, and in order to focus on the phased development strategy, executive operations within the 247-hectare site of 2 special regions were prioritized and started in 2015.
